What do CCQ labour rules mean for fence quotes in Quebec?
Fence contractor compliance in Quebec runs through the CCQ: hiring rules, wage rates and Construction Code provisions all shape your quotes.
What to take away
- CCQ rules bind a Quebec fence quote only when the work is classified inside the Commission de la construction du Quebec's jurisdiction, usually civil engineering or a site development contract.
- Get that classification in writing before you price. A wrong guess is assessed retroactively.
- On a covered job, the labour line comes from CCQ minimum rates by trade and region, plus fringes that typically add 30 to 40 percent.
- The figures here are planning ranges, not published rates. Replace them with the current CCQ table.
Where CCQ coverage starts for fence work
The Commission de la construction du Quebec administers collective agreements across the province's construction industry. It registers employers, certifies workers by trade, records hours and enforces minimum wage rates. Its powers come from the Act respecting labour relations, vocational training and workforce management in the construction industry.
Coverage follows the work, not the word fence. Building construction, civil engineering and industrial construction all sit inside. A fence installed under a site development or civil contract usually falls in.

CCQ rules apply: registered employer, certified workers, CCQ rates
Labour Standards Act, CNESST duties, own wage policy
A fence sold directly to a homeowner often sits outside, as does most gardening and yard work.
Inside, you need registered employer status, certified workers and remittances to several funds. Outside, the Labour Standards Act and CNESST prevention duties govern instead.
Get the classification in writing. A short reply from a CCQ agent costs far less than a retroactive assessment. Work through the permits, codes, and calls that come first, because a classification problem found mid-project erases the margin you quoted.
The hiring sequence for a covered fence crew
- Confirm coverage in writing and file the reply with the job documents.
- Register the legal entity that will sign the contract as a CCQ employer.
- Identify the trades the scope needs. Covered fence crews commonly require manoeuvre and charpentier-menuisier cards, plus an equipment operator.
- Request workers through the referral system. Each holds a competency certificate for the trade.
- Log hours and certificate numbers weekly, per worker, in one file.

CCQ hiring sequence for fence crews
- Confirm whether the job is CCQ covered
- Check each worker holds the right trade certificate
- Request workers through the union referral process
- Record assessment, apprenticeship hours and training
- Keep certificates, training and hours in one file per worker
Certification is not instant. Plan crew size around assessment and apprentice hours, not around the day the client wants the fence up.
Quebec's Hiring and managing staff guidance covers the written terms and pay records that apply to any employer.
CCQ wage rates, fringes and the labour line
Rates are minimum hourly figures by trade and region, negotiated in the collective agreements and updated on a published schedule, usually once each spring. Fringes sit on top.
CCQ wage rates and fringes
| Trade on a covered site | Typical base rate | Fringe load | All-in planning figure |
|---|---|---|---|
| Manoeuvre (general labourer) | $31 to $35 per hour | 30 to 40 percent | $41 to $49 per hour |
| Charpentier-menuisier (carpenter-joiner) | $38 to $43 per hour | 30 to 40 percent | $50 to $60 per hour |
| Heavy equipment operator | $36 to $42 per hour | 30 to 40 percent | $48 to $59 per hour |
Those are planning ranges. Pull the current table for the region before you price.
Fringes cover pension, insurance, training and vacation. The gap between take-home pay and employer cost is where thin quotes break.
Tax sits outside the labour line. Quebec's Finance, income and other taxes pages set out what a business remits, and GST, HST, PST and QST rules for Canadian fence contractors covers how those pieces stack.
Example: the labour line on 120 metres of commercial chain link
A Montreal contractor quotes a covered job: 120 metres of chain link, two installers for four days, one foreman for two of those days.
Labour line example
- $2,560baseTwo installers, 64 hours at $40 per hour, equals . Fringes at 35 percent add $896. Subtotal $3,456.
- 16hoursOne foreman, at $46 per hour base, equals $736. Fringes add $258. Subtotal $994.
- $4,450,Labour total
Mobilization, permit fees and paperwork belong on separate lines. The client sees a labour figure that traces back to hours and rates.
Quebec Construction Code, frost depth and Montreal permits
The Quebec Construction Code sets the technical rules. For fences, wind load, snow load and post foundations matter most.
Montreal frost penetration runs roughly 1.5 metres, and some regions go deeper. Footings must reach below that line or the fence heaves within a season. The frost-depth footing figures for Canadian cities show how much that shifts a price.
Municipal rules sit on top. Montreal's zoning bylaw caps front yard heights and restricts materials near intersections. Residential fence permits commonly fall between $100 and $300, with borough variation.
Confirm before quoting:
- Zoning height limit for the exact address and borough
- Front, side and rear setbacks
- Permit requirement and fee
- Frost depth and footing design for the post type
- Wind and snow load assumptions
- Utility locates booked before excavation
The federal overview of Permits, licences and regulations explains how permits layer across governments before you promise a start date.
Common compliance mistakes in fence quotations
Assuming the CCQ cannot apply is the first mistake. Classification follows the work performed, and a scope that grows a retaining wall can cross the line.
Quoting from a stale rate table is the second. A quote held for months can rest on numbers that no longer apply.
Losing the uncharged hours is the fourth. Charging properly for fence contractor services means pricing the permit trip and the certificate chase as work.
